How blue should blue paper be?

I’ve never used Exacompta record cards, which are pastel colored index cards that come in various sizes. But we got an email about them the other day that got me wondering:

I really like the quality of paper and finish used on the Exacompta record cards, but don’t like that they’re colored. The blue in particular is too dark for easy reading with many inks.

What do you think? Do you prefer to use colored paper, or colored ink? And if you do use colored paper, how saturated should it be?
